Rui Hu, Ph.D.
Operations Director 

Dr. Rui comes to China Wi-Max from Microsoft.  He will be an important part of the team charged with “growing the company” by focusing on new revenues, preparing assessments of marketing opportunities and target markets, researching new business opportunities, developing strategic plans and sales strategies, and undertaking presentations and negotiations with prospective customers and business partners. 

Dr. Rui’s experience with Microsoft and Hitachi provides him with considerable sales experience plus an awareness of and responsiveness to economic trends and government policies.   

Dr. Rui spent the last eight years with Microsoft Corporation.  He began his career in Redmond, WA as a Development Lead and moved to China in 2002 as a Senior Software Architect where he received Microsoft’s highest worldwide award,the Corp Circle of Excellence Award, in July 2006.  In 2008 he became Director of Business, IP (Intellectual Property) Licensing at Microsoft’s China Research and Development Group in Beijing. 

Prior to Microsoft, Dr.Rui worked for Hitachi Computer Products (America)and Morgan Stanley & Co. in the United States. 

Dr. Ruireceived his Ph.D. in Computer Science from the State University of New York at Stony Brook, New York in 1993.  In 1992 he received an MS in Computer Science from SUNY Stony Brook, New York and a BS in Computer Science in 1989 from Shanghai Jiao Tong University, Shanghai, China. He is fluent in both spoken and written English and Chinese. 


David Gao

Corporate Attorney-China

David Gao is a member of the Beijing King & Bond lawfirm where he specializes in providing legal services for multinational corporations. Based in Beijing, David will advise the company in a wide range of corporate, commercial, securities, finance and property rightsrelated legal matters under Chinese laws. David’s business law experience includes mergers and acquisitions, contracts and legal documents for commercial activities, negotiating transactions, joint ventures and private and listed company acquisitions.

He is fluent in written English and Chinese.David has an LLB from Hebei University and an LLM from China University of Political Science and Law. He has been admitted to the China National Bar Association and is fully licensed to practice law. While working for a large state-owned corporation, he received training in Western accounting practices.

Changhai Chen
Managing Director

Mr. Changhai  Chen is Managing Director of China Wi-Max's two wholly-owned Foreign Entities in China, Yuan Shan Da Chaun and Yuan Shan Shi Dai Technology Development Company. 

Changhai Chen received a BA degree from Chinese Military Academy. In 2005, he retired from the military as an Army Colonel drawing an end to a 24 years successful military career. He joined UN Peacekeeping Operations in UNTSO and UNIKOM as a Military Observer and was awarded two UN medals for his outstanding performance. He has been in NYC for five years as Deputy Military Adviser in the Chinese Mission to the UN. In September 2004, he served as Chairman of Military Staff Committee in the UN Security Council.

Mr. Chen started his business career as Managing Director of X.Z. Guarantee & Investment (ShenZhen) Co., Ltd. He was greatly involved in assisting Chinese small & medium sized companies to go public in the US by providing strategic planning, financing, merger and acquisition. In late 2006, he set up Fortune Global Invesment Advisory Co., Ltd. in Beijing, and served as Chairman and CEO.

Mr. Chen was President of H & Y Business Development Co., Ltd. in 2007. Before joining China Wi-Max Communications, Inc., he was Vice President of Hwa Wei Security Company, Vice President of PRC HW Investment & Management Inc., and Vice President of Warner Technology & Investment Corp. He still owns Beijing United Fund and Hi-Tech Development Co., Ltd., and Cultary (HongKong), Inc., which runs a Dignitary’s Club in Beijing.
